What is the Fermi Paradox?

Given the vast number of potentially habitable planets, we should see evidence of alien civilizations, yet we see none. Possible solutions: civilizations are rare, they self-destruct before becoming detectable, they're deliberately hiding, or we're looking for the wrong signals. We may simply be first or alone.
