Why do some animals hibernate and others don't?

Hibernation evolved where food becomes unavailable seasonally. Small animals hibernate more than large ones because they have higher metabolic rates and can't store enough fat to survive winter awake. Bears technically enter torpor (less extreme than true hibernation).
