If honesty is the best policy, why do we say 'what they don't know won't hurt them'?

These address different contexts. Honesty builds trust in important relationships; discretion avoids unnecessary harm from irrelevant truths. Wisdom lies in knowing when honesty serves the relationship and when information would only cause pointless pain.
