Is hand sanitizer as good as washing hands?

Soap and water remove more types of germs and physical debris. Sanitizer (60%+ alcohol) kills many bacteria and viruses but is less effective on visibly dirty hands and certain pathogens like norovirus and C. difficile. Both have appropriate uses.
